Winter Garden, FL · West Orange County

Winter Garden movers, from Plant Street to Horizon West.

Winter Garden grew up on the south shore of Lake Apopka as a citrus town with two rail lines. Today the old rail bed is the West Orange Trail, and new neighborhoods stretch south toward Horizon West. Black Swan Moving dispatches its own crew and Hino truck from Orange City and reaches West Orange by way of SR 429.

Step one

The envelope says Winter Garden. Does the city?

The ZIP code on your mail and the city limits are two different maps. Which one your new home falls on decides who bills you for water and trash.

The mailing address

Winter Garden, FL

Plenty of homes with this on the envelope are outside city limits. Orange County calls Horizon West, its five villages and town center in southwest Orange County, the fastest growing community in unincorporated Orange County.

Inside city limits

The City of Winter Garden bills water, sewer, reclaimed irrigation water, stormwater, and garbage on one monthly bill. Start with Utility Billing (below).

Unincorporated Orange County

Trash runs through the county’s Green Clean program, and water depends on the area. Ask the seller or landlord which utility serves the lot.

Not sure?

Look up the parcel with the Orange County Property Appraiser, or call Winter Garden Utility Billing at 407-656-4100.

The city’s Utility Billing office handles new accounts for more than 18,000 homes and businesses. Here is what a new residential customer needs.

Path 1

Credit check

Fill out the residential credit check application and email it with your documents to customerservice@cwgdn.com. If you’re approved, the city says it could waive $190 of the required deposit.

Path 2

Pay the deposit

Skip the credit check and pay the deposit in person at the Plant Street office. Deposits are due before service is turned on, so do this before move-in day. Property managers and businesses always pay the deposit.

Details from the city’s Utility Billing page. New base rates took effect October 1, 2026, including a residential garbage base rate of $26.61. Electricity is a separate account: use Duke Energy’s provider lookup for the address.

Curbside

Three ways to clear the curb after a Winter Garden move.

Inside city limits, the city collects trash, large items, and electronics itself, and the service shows up on your water bill.

Twice a week

The city container

Household trash only, inside a City-issued container with the handle facing your house. Bags on the ground or on top of the lid stay behind. Most neighborhoods are on a Monday/Thursday or Tuesday/Friday schedule.

Once a week

The bulk pile

Furniture, mattresses, carpeting, and large cardboard, set out on your yard waste and large item day with no call needed. The city’s FAQ says new arrivals should put moving boxes out on this day too.

By phone

Call 407-656-2256

TVs, computers, appliances, water heaters, and grills are collected on request, usually within a day or two. Up to four car tires per household a year are also picked up on request.

Timing: set out the evening before or by 7 a.m., and bring containers back by 7 p.m. If a pickup is missed, call the day after, not the same day. Your days are listed by subdivision on the collection schedule. Paint, pool chemicals, and motor oil aren’t collected; they go to Orange County’s Porter Transfer Station or the county landfill. More on the Residential Waste Collection page and the garbage FAQ.

The drive

Orange City to Winter Garden, by beltway.

Exactly as our customers wrote them.

Jerry arrived exactly on time, started work right away. All my furniture was expertly wrapped and great care was taken of my fragile items. They worked non stop and were cheerful and accommodating, which makes the move less stressful. Definitely use these guys again and you can tell this is a family business as they really care in customer satisfaction. Bryant at the office was very responsive and answered all questions quickly before I booked. So glad I chose Black Swan as the move went so smoothly.

FAQ

Winter Garden moving questions.

Is my Winter Garden address inside city limits?

Not always. A Winter Garden mailing address can belong to a home in unincorporated Orange County. Horizon West, which Orange County calls the fastest growing community in unincorporated Orange County, is one example. Inside city limits, the City of Winter Garden bills water, sewer, stormwater, and garbage. Outside them, county programs apply. Check the property record or ask the seller or landlord before you set up service.

How do I start city utilities in Winter Garden?

You have two options. You can send the city's residential credit check application to customerservice@cwgdn.com with a valid state ID and your lease or proof of homeownership. Or you can skip the credit check and pay the deposit in person at Utility Billing, 300 W Plant Street. The office is open Monday through Friday, 7:30 a.m. to 5:30 p.m., and the phone number is 407-656-4100.

How much is the Winter Garden utility deposit?

The city says an approved credit check could waive $190 of the required deposit. If you skip the credit check, you pay the deposit before service is turned on. Cash, checks, and credit cards are accepted, and card payments have a processing fee. Property managers and businesses always pay the deposit.

When do I put moving boxes out in Winter Garden?

Put them out on your bulk collection day. The city's FAQ says new residents with lots of cardboard should set the boxes out on that day, including big boxes from furniture and appliance deliveries. Small boxes go in your trash container. Your bulk day is listed next to your subdivision on the city's collection schedule.

How do I get rid of old furniture or appliances?

Inside city limits, furniture, mattresses, and carpeting go to the curb on your weekly yard waste and large item day, and you don't need to call. Appliances and electronics are different: call 407-656-2256 to schedule a pickup. The city says those are usually collected within a day or two, not counting weekends. For a big cleanout, you can rent a city roll-off dumpster for $400 per empty plus the landfill's per-ton fee.

Who provides electricity in Winter Garden?

Electricity is not on the City of Winter Garden utility bill, so it's a separate account. Duke Energy has an online lookup that shows whether it serves a given address. If Duke doesn't serve yours, ask the seller or landlord who does, and set up that account so the lights are on when the truck arrives.

How do you get from Orange City to Winter Garden?

We take I-4 toward Sanford, then the Wekiva Parkway (SR 429) west to Apopka, and the SR 429 Western Beltway south toward Winter Garden. These are toll roads, so we plan the route and the arrival window around both of your addresses.

Do you pack and reassemble furniture on Winter Garden moves?

Yes, as part of a move. We can pack, take apart beds and tables, wrap everything in moving pads, and put the furniture back together at the new home. We don't offer packing or assembly as separate jobs without a move, and we don't offer storage. Our phones are answered Mon-Sat, 8 AM-5 PM, and the quote form works any time.
